Deped releases 2012 ALS A&E Test schedules
Department of Education(DepEd), Bureau of Alternative Learning System (BALS) announces the updated schedule of 2012 ALS A&E Test in an advisory issued on November 13, 2012.
Alternative Learning System Accreditation and Equivalency (ALS A&E) Test for 2012 is supposed to be administered last October 7,14,21 and 28, 2013 but it was postponed by Education department for undisclosed reasons. The new ALS exam schedule includes division level orientation dates for regular and visually-impaired examinees.
If you are taking the A&E Test, here’s the new schedule:
The designated Test Registration Officers (TROs) are advised to continue accept registrants up to actual testing day (as walk-in takers). This is to address the situations of test takers affected by the changes in 2012 ALS A&E Test schedule.

DepED Enhanced K+12 Program Basic Education Program
The K to 12 Program covers kindergarten and 12 years of basic education (six years of primary education, four years of junior high school, and two years of senior high school [SHS]) to provide sufficient time for mastery of concepts and skills, develop lifelong learners, and prepare graduates for tertiary education, middle-level skills development, employment, and entrepreneurship.
The adoption of the program is in response to the need to improve the competitiveness of our country’s graduates as the ten-year basic education cycle is seen as inadequate for work and higher education. In fact, overseas Filipino workers are not automatically recognized as professionals[1] in other countries that view the ten-year education program as insufficient. The Philippines is the only country in Asia and is one of only three countries[2] in the world with a ten-year basic education cycle.

Implement Salary GRADE 15 for Nurses
RA 9173: The Philippine Nursing Act of 2002
Sec. 32. Salary. – In order to enhance the general welfare, commitment to service and professionalism of nurses the minimum base pay of nurses working in the public health institutions shall not be lower than salary grade 15 prescribes under Republic Act No. 6758, otherwise known as the “Compensation and Classification Act of 1989″: Provided, That for nurses working in local government units, adjustments to their salaries shall be in accordance with Section 10 of the said law.
"If we teach our colleagues to say --NO-- to FALSE Volunteerism and Trainings, hospitals will be forced to EMPLOY Nurses. Think about it."
"With hospitals requiring training of 3,000-8,000 php, volunteers paying 1500-4,000 per month to work (even this time is not regarded as expeirnce), or the habit of requiring a strong backer to get even miniscule chances on getting hired. What has our profession come to?"

Application for PhilHealth CARES to End by February 14, 2012
THE Philippine Health Insurance Corp. (PhilHealth) will deploy 500 jobless nurses as customer care personnel beginning March this year. Online application for the project started last February 12 and will end this Valentines Day according to Philhealth HR Department.
PhilHealth President and CEO Dr. Eduardo Banzon said the deployment of 530 nurses is part of the agency’s Customer Assistance, Relations and Empowerment Staff (Cares) program.
Banzon said interested nurses still have until Tuesday to apply by sending their resumes through e-mail at hrmdd.admin@philhealth.gov.ph under the subject heading “PhilHealth Cares Application”.
Accepted applicants are set to receive a monthly compensation of around P15,000 along with health insurance coverage.
Among the skills required of applicants include superior communication skills, both oral and written; have the ability to listen and respond to customer concerns; be knowledgeable about MS Office applications; and adept at using online application systems on wireless communication devices.

PhilHealth CARES Project is now accepting an applicant for NURSES
The PhilHealth CARES (PhilHealth Customer Assistance, Relations and Empowerment Staff) Project is now accepting an applicant. The Philippine Health Insurance Corporation (PhilHealth) initially hired 334 PhilHealth CARES nurses for deployment of Levels 3 and 4 government hospitals, and another196 more will be deployed to Levels 1 and 2 hospitals. Deployment is expected in March, once the recruitment and training processes have been completed. The engagement will run for six (6) months but may be renewed until end-2012. “The launch of PhilHealth CARES will definitely improve our front line service, with PhilHealth personnel assisting them at point-of- service which is the hospital. Availment of benefits will be easier and more convenient. They may also assist non-members and encourage them to enroll in the National Health Insurance Program,” quoted statement of Dr. Eduardo P. Banzon, PhilHealth President and CEO. Nurses will be trained to help lessen the problems encountered in benefits availment of PhilHealth members. They will also help the hospitals in facilitating the documentary requirements and significantly reduce the number of Return-to-Hospital (RTH) claims, which affects the processing time of claims. Apart from providing member assistance, the PhilHealth CARES Nurses will also perform data- gathering functions such as exit interviews with patients and members, surveys and other studies that PhilHealth might initiate in the future.

House Bill 5641: “An Act Prohibiting the Exploitative ‘Volunteerism’ of Nurses”
House Bill 5641: “An Act Prohibiting the Exploitative ‘Volunteerism’ of Nurses” has been filed at the House of Representatives last December 14, 2011. Instead of just removing the fees, there is finally a bill to stop the EXPLOITATIVE practices of “FALSE Volunteerism”: having nurses do STAFF Nurse responsibilities, but without salaries. Violators can be penalized a fine of P100,000 to P500,000 and face imprisonment of 6 Months to 1 Year; while hospitals themselves face suspension or cancellation of their licenses. We thank everyone and their tireless efforts over the past years; finally we can see the fruits of our labor. Our advocacy is still far from over, but we are one step closer to provide “Tamang Trabaho, Tamang Suweldo, at Tamang Solusyon” for all Filipino Nurses!

Our country’s Nurses constitute the LARGEST number of health professionals in all settings. Nurses work with patients 24 hours a day from the time of admission to the day of discharge from the hospital.
Over 400,000 of our country’s Registered Nurses are EXPLOITED by many healthcare institutions through FALSE Volunteerism Practices and Non-Accredited Training Programs (BON-CPE Council Accreditation), where they are made to work with the full responsibilities of an employed staff Nurse, without any form of compensation, benefits, and employer protection. Most are even required to pay while rendering Nursing Care services.
Because these Nurses have obtained the Bachelor of Science in Nursing and have passed the Nurses Licensure Examination, they are fully qualified to practice safe Nursing Care to patients, families, and communities, as per RA 9173, the Nursing Act of 2002. However, these young Professionals are charged exorbitant fees for these “so-called” trainings, and are left to submit to this blatant form of exploitation. Furthermore, they are deceived with empty promises of employment and the misinformed belief of improving their resumes though “Volunteer” or “Training” Certificates.
These practices prevent new Nurses from being hired, because all available Nurse Plantilla positions are filled up by these unpaid “Volunteers” or“Trainees”. These healthcare institutions have no need to hire anymore, as they can get Nursing services for FREE through the EXPLOITATION of our Nurses.
Lastly, as per the International Council of Nurses’ (ICN) November 2010 Asia Nursing Workforce Forum, Training and Volunteer certificates areNOT recognized abroad as work experience.
These exploitative practices have existed for more than 15 years. It was temporarily halted in 2008, through the efforts of the PNA. In January 2011, the issue broke out again in the media, but the exploitation stopped only for ONE WEEK. The effect is always short-lived, as government support in this issue is not continuous.
Today, there are many Private and Government hospitals still engaging in this EXPLOITATION. They now go by different names, masquerading as “Specialty Programs” such as Nurse Residency, Basic Skills Training, Clinical Advancement, and Post-Graduate Trainings.
The whole Philippine population is deeply concerned in this situation, as these hundreds of thousands of Exploited Nurses are our brothers and sisters, spouses, parents, and our children.
The Filipino Nurses are clamouring for jobs they are already trained to do. Give them what is due starting with a decent salary.
